Foreign National Drivers License (FNDL)


The ANPC Nation Government ID (FNDL) Card is a premium, full-color identification card. In 2015, it was authenticated by Secretary of State John Kerry through the United States Department of State. It has also been authenticated through the Embassy of Singapore for international travel.

This card meets standard security requirements commonly found in international IDs. When presented together with copies of the authentication documents, it has been used successfully for a wide range of purposes, including: opening bank accounts and P.O. Boxes, obtaining library cards, applying for a national passport, renting vehicles (including U-Haul—when used with the IDP), renting hotel rooms, and more.

The back of the card includes the authentication number and a QR code, which can be scanned using any QR code reader app on a smartphone.
Note 1: If a motel, pharmacy, or other business requests an ID type, ask them to enter it as a “passcard” or “passport card” in the ID Type field.
Note 2: When traveling in any private conveyance, the FNDL must be used together with the IDP (International Driving Permit) in accordance with the Geneva Rules of the Road on International Road Traffic.
NOTE: Many people feel uneasy about the term "License" on the Foreign National Driver's License, as American nationals are NOT obligated to hold any "Licenses." While it's not required, we do have the option to use the word’s meaning if we choose to. Please refer to the highlighted definitions 4 and 5 below, which explain how these meanings apply to the ANPC "Union State Diplomat License." This is the intended meaning for this application, ensuring the card aligns with the updated Geneva Rules of the Road on International Road Traffic.

This was done solely to better align with common terminology, but by NO MEANS does it imply that the holder must seek permission from anyone to travel in their own private vehicle. It does not infringe upon the rights of the bearer in any way! No "License" is needed to exercise a natural, God-given right!
LICENSE DEFINITION:
